James Rutzen, CFA
Biography
James (Jim) Rutzen is a senior portfolio manager for the Plus Fixed Income team at Allspring Global Investments. In this role, he specializes in managing tax-exempt and taxable limited duration portfolios with an emphasis on crossover opportunities for portfolios that allow both municipal and traditional taxable investments. Jim joined Allspring from its predecessor firm, Wells Fargo Asset Management (WFAM). Previously, he managed taxable enhanced cash portfolios and money market funds. Prior to becoming a portfolio manager, Jim worked as a credit analyst in the WFAM liquidity management group. He developed a compliance reporting system and separate account client reporting system for Norwest Investment Management, Inc., which later combined assets with WFAM. Earlier, Jim held positions within Norwest’s investment accounting group. He began his investment industry career in 1986. James earned a bachelor’s degree in economics from the University of Minnesota, Twin Cities, and a master’s degree in business administration from the Carlson School of Management, University of Minnesota. He has earned the right to use the Chartered Financial Analyst® (CFA®) and FRM designations and is a member of CFA Institute and the Global Association of Risk Professionals.
